Does this library support having only partial files? I have the first X bytes of a file and am wondering if I will be able to pull the ID3 data with this library. The file may possibly end in the middle of an ID3 frame.

It will pull out whatever data is there. If, per your example, the file ends in the middle of an ID3v2 frame it will simply issue a warning to that effect.
